Library Infrastructure 2021–25

The National Readership Development Programme 2.0 (NPRCz 2.0) is a multi-year government programme for 2021–25, in which funds of over a billion zloty (60% – state budget, 40% – beneficiaries’ contributions) have been earmarked for various ways of supporting and promoting readership in Poland. Given its scale and budget, this is the largest, and one of the most important Ministry of Culture and National Heritage programmes. Its aim is the support, promotion and development of readership in Poland, shaping pro-reading attitudes, increasing access to book formats of all kinds, building competencies in the Polish language and the role of public libraries as local centres of social life and access to culture and knowledge.

NPRCz 2.0 includes four priority regions of support, managed by the National Library, Book Institute, National Culture Centre and Ministry of Education and Study. As part of NPRCz 2.0, nearly half a billion zloty has been injected in the publishing market (new book purchases for libraries), and more hundreds of millions will be assigned to modernising and building libraries.

Part of the National Readership Development Programme 2.0 is Priority 2 and the  2.1 intervention in its framework, ‘Library Infrastructure 2021–25’, which continues and develops the ‘Library+: Library Infrastructure’ priority carried out in 2011–15 and Priority 2 of NPRCz from 2016–20.

The aim of the priority is to increase the potential and role of public libraries. Within its framework, Intervention Directive 2.1. serves:

• to adapt the infrastructure bases of local public libraries to contemporary standards of public facilities;
• to create technical-facility conditions to develop residents’ social and cultural competencies, serving to raise their reading competencies;
• to increase the level of attractiveness of library services, particularly through the proper arrangement of the space and library equipment.

In Priority 2, within the competitions for Intervention Directive 2.1., you can apply for help financing projects or undertakings to execute one of the following tasks: construction, reconstruction, adaptation or modernisation of a library structure, together with its interior furnishings.

We welcome you to take part in the public library and local government cultural institution programme, of which libraries are a part. You can receive help financing the purchase of computers, programming and computer peripheral devices.
